Hazelle Fernandez is a seasoned leader in accounting and financial administration, overseeing more than 30 departments, divisions, and programs under the City Administrator’s Office, including the Treasure Island Development Authority, Real Estate, Fleet Management, Medical Examiner, Animal Care and Control, 311, Risk Management, Convention Facilities, Office of Contract Administration, Contract Monitoring Division, and other core departments. She leads a comprehensive Accounting Team responsible for all financial functions, including accounts payable, cash and revenue management, fixed asset management, debt accounting, capital project and grant accounting, financial reporting, interdepartmental billing, and audits.

With 22 years of experience at San Francisco International Airport, Hazelle held leadership roles in administering short- and long-term financial activities, developing financial policies, and ensuring compliance with government regulations. She successfully managed complex accounting operations, including debt and grant administration, procurement, financial statement preparation, and audits with regulatory agencies. Her expertise includes leading high-performing and cross-functional teams, managing federal reimbursement programs, and process improvements.

Prior to her public sector career, Hazelle spent seven years in the private sector, specializing in banking and supply chain management. She is also deeply involved in a variety of commissions, committees, and boards, both within and outside her professional sphere, where she takes on leadership roles to drive positive change.

She holds both a Bachelor’s and Master’s degree in Business Management from the University of the Philippines.
