The meeting will be held at San Francisco Main Library Latino/Hispanic Rooms A&B, 100 Larkin Street at Grove. The Library is closed on Monday nights, so please plan to arrive before 6:00 p.m. If you arrive after 6:00 p.m., you can enter at the far right door of the Grove Street entrance by calling the security office at 415-557-4357. Municipal Executives Association 
Annual Retiree Dinner Set for March 11th at the San Francisco Zoo 
Please join us as we once again celebrate our predecessors and honor our newest retirees and longtime MEA Board of Directors’ member Rafael Centeno. 
This years’ annual event will take place at the Great Hall at the San Francisco Zoo. MEA will provide two complimentary drinks from 5-6 pm for all MEA members past and present to come together and socialize. Dinner will follow at 6 pm for the first 100 retirees and active members that RSVP. The dinner seats will be filled on a first come, first served basis. Current members and retirees are free. Guests may be included at a cost of $35.00 per person.
RSVP for dinner to staff@sfmea.com or by phone at 415-989-7244 and indicate your choice of entrée – Chicken, Salmon or Vegetarian selection. Guest speakers from both the San Francisco Employees Retirement System and the Health Service System have been invited.
Congratulations to 2014 MFAC Award Winners 
MEA congratulates the 2014 SPUR MFAC Award winners, and MEA members, Douglas Legg (DPW), Zoon Nguyen (Assessor-Recorder), Lisa Wayne (Recreation and Park), Mary Ellen Carroll (PUC) and Daniel Lehr (PUC). We applaud the recognition of your commitment to excellence in public service. Note: As a result of an unexpected scheduling change by SPUR, the MEA Retiree Dinner and the SPUR MFAC Awards are now on the same night. Unfortunately we can’t be two places at once but we will be at both places in spirit.
Administrative Leave Changes – Be Aware 
Some MEA represented employees may have received a letter from MEA detailing the City’s intent to standardize the accrual and carryover of Administrative Leave. Although the MEA MOU has long included a 120 hour accrual maximum and 100 hour carryover maximum for Administrative Leave, application throughout the city has apparently been inconsistent. With the implementation of the eMerge system, all of the records are now automated and, therefore, the MOU provisions will now be applied uniformly across all departments. What that means is that you can never have more than 120 hours of Administrative Leave on the books and you can only carry over 100 from any one fiscal year into the next. This does not appear to impact Executive Leave.
In order to facilitate this transition, the Mayor’s Office, the Controller’s Office, the Department of Human Resources and the SFMTA will encourage departments to schedule and take Administrative Leave time off whenever practicable by April 26th. On a non-precedential basis, excess amounts over 120 hours will be paid out after that date. Nobody will be allowed to carry more than 100 Administrative leave hours into 2014-2015.
The MEA MOU also allows for 240 hours of Compensatory Time to be carried into MEA from another bargaining unit within the City. The City and SFMTA are treating an excess over that 240 the same way as noted above. Please give us a call if you have any questions.
2013 Flexible Spending and Flex Credits Deadline – March 31, 2014 
WageWorks must receive all 2013 FSA claims for reimbursement no later than March 31, 2014. The receipts must show expenses were incurred between January and December 2013. Download paper forms for FSA claims: www.myhss.org/benefits/fsa.html If you allocated flex credits to Miscellaneous Reimbursement in 2013, you have until March 31, 2014 to submit reimbursement requests to EBS. Download the EBS Miscellaneous Reimbursement Request form: myhss.org/downloads/plans/EBS_MiscReimburse_Form.pdf.
If you miss the deadline any remaining flexible spending or flex credit dollars will be forfeited. There are no exceptions. Starting January 1, 2014 you will no longer be required to submit reimbursement requests for miscellaneous reimbursements.
