Latest information on SFMTA's determination about (1) PCS underlying positions, (2) FY25-26 MTAM Pilot Program and (3) FY26-27 MTAM Post-Appointment Adjustment Program.
Permanent Civil Service Underlying Positions
This spring, employees represented by MEA at MTA were directed or requested to resign from their Permanent Civil Service (“PCS”) positions without being provided adequate notice or an explanation of the basis for the request. MEA was not notified in advance and became aware of the issue only after bargaining-unit members contacted MEA directly. MEA advised members not to resign from their permanent positions because there is no apparent penalty for declining to do so, whereas resignation from a PCS position may result in the loss of important return rights.
MTAM Pilot FY25-26
Per the MOU, MEA requested quarterly MTAM reports, the reports were not provided on a quarterly basis. Instead, MTAM reports were received only during the final month of the eligibility period for distribution, and MEA did not receive the requested reports until the last quarter in June 2026.
MTA subsequently determined that the Pilot Program would be discontinued, and MEA concurred with that determination.
Status as of June 30, 2026:
MTAM will return to the former MTAM Post-Appointment Adjustment program for FY2026-2027. MEA anticipates that MTA will issue a memorandum to members in the fall setting forth the applicable process and related information.
