Rally Catapang is the Director of Budget and FP&A at the San Francisco Municipal Transportation Agency (SFMTA). He is responsible for the development, management, and administration of SFMTA's 2-Year Operating and Capital Budgets, currently at $1.4B and $400M annually. He leads a team of over 30 staff in the following units - Operating and Capital Budget, Financial Analysis, Project Controls, Funding Strategy & Programs, and Grants Administration and reports to the Chief Financial and Administrative Officer. Rally joined the City in 2012, as the Capital Finance Manager for the Department of Public Works. He joined the Mayor’s Office of Housing and Community Development in 2014, as Finance Director. Prior to his current role at SFMTA he has was the Chief Financial Officer at the Arts Commission. Rally holds a B.S. in Business Administration from the University of California, Berkeley, and served as a Sergeant in the U.S. Army Reserve from 2003 to 2009. He began his career as an auditor with KPMG.
